Executive Director of the Clinton County Port Authority
Kevin Carver was employed as the Executive Director of the Clinton County Port Authority in December of 2010. Kevin is responsible for the management and redevelopment of the Wilmington Air Park. The Air Park includes over 1900 acres of land, nearly three million square feet of building space and two active commercial runways. The Air Park was donated to the Port Authority in June of 2010 by DHL as they were exiting the express package delivery business in the United States. He also directs the day-to-day operations of the Port Authority as well as the administration of a federally funded County Revolving Loan Program.
Immediately prior to assuming his position with the Clinton County Port Authority, Kevin was the Regional Economic Development Director of West Central Ohio for the Ohio Department of Development. In that position he was responsible for directing economic development efforts and establishing an agenda for continued growth in a nine-county region. He served as liaison between the Department and State Government with local business leaders and economic development groups to meet the economic, business and community needs throughout the region.
Previously, Kevin served as a City Manager and Deputy City Manager for suburban governments in the Dayton Region. As Deputy City Manager, he led a negotiating team for a new satellite hospital development and a three-year contract with the public service union.
Additionally, Kevin served as Executive Director of Community and Economic Development for Montgomery County, Ohio, where he worked to develop the Economic Development/Government Equity (ED/GE) Program, which is now a nationally recognized program linking local economic development with tax revenue sharing. He also helped to establish the County’s first Affordable Housing Trust Fund and the creation of a Performing Arts Fund.
Kevin has served on several boards and organizations including the International City/County Management Association, Ohio Housing Council and the National Association of County Economic Development Directors. He has been a board member and Vice President of Big Brothers/Big Sisters of Dayton, and Chair of EDRE-I, a non-profit dedicated to homeownership and real estate management.
He holds a Master of Public Administration degree from Wright State University and a Bachelor of Arts degree from the University of Dayton. Kevin has received certification from the National Development Council as an Economic Development Finance Professional. In 2010, Kevin was named the Outstanding MPA Alumnus, by Wright State University.
