Robust business-to-business networking through Chamber events, including the monthly Economic Network Alliance, and business-to-consumer connections through our nationally-recognized Local First Clinton County campaign.

The Chamber has partnered with the Clinton County Regional Planning Commission to host a monthly Economic Network Alliance meeting. Each meeting features a speaker that highlights unique programs, organizations, and issues in our community, as well as an opportunity for businesses to meet and connect with each other.

The Network Alliance is typically hosted by the Wilmington Hampton Inn & Suites at 8AM on the first Thursday of each month. Due to COVID-19, all ENA meetings are currently held virtually.

The Chamber’s “Local First Clinton County” campaign directly connects our members to the greater community. We promote our members and their jobs, events, and coupons through weekly emails sent to ~5,000 community members. We also utilize this community network to send and share member information through our Local First CC Facebook page and Instagram account.  The Local First CC campaign also features the annual $25 Days of Christmas promotion.


The Chamber website receives ~100,000 views per year, we have ~6,000 followers on social media, and we send member information to ~6,000 local business & consumer emails every week.

Our members are also listed in the annually-printed Chamber directory. Each year, we distribute 10,000 copies to subscribers of the Wilmington News Journal, the Fayette County Record Herald, and the Highland County Times-Gazette, along with Chamber members and new residents and businesses coming to the area.


Each of our members have access to promote their business, events, jobs, and coupons through a self-managed profile on our Chamber website, through our extensive Chamber and Local First email and social media networks, and through Chamber annual promotions including the $25 Days of Christmas.

We provide one-on-one business support, in addition to our Coffee with Colleagues sessions (coming soon in 2021!). We also provide information on (and help host) business trainings/education throughout the year.

The Chamber’s “Coffee with Colleagues” will regularly scheduled throughout the year as an open and informal virtual opportunity to receive one-on-one support, brainstorming, and assistance with whatever issue that your business or organization may be facing. The Chamber team is always available to schedule individual support or training sessions with our members at their convenience.

The study, conducted by The Schapiro Group, an Atlanta-based strategic consulting firm, found consumer perceptions of chamber members to be positive in many ways:

When consumers know that a small business is a member of the chamber of commerce, they are 49% more likely to think favorably of it and 80% more likely to purchase goods or services from the company in the future.

  • If a company shows that it is highly involved in its local chamber (e.g., is a chamber board member), consumers are 10% more likely to think that its products stack up better against its competition.
  • When consumers know that a national restaurant franchise is a member of the chamber of commerce, they are 68% more likely to eat at the franchise in the next few months.
  • When consumers know that an insurance company is a member of the chamber of commerce, they are 36% more likely to think favorably of the company.”  (The Schapiro Group, 2012)

SOCA Benefit Plan

The SOCA Benefit Plan is a multiple employer welfare arrangement. Anthem Blue Cross Blue Shield provides claims administration and stop loss protection. Participating employers are required to maintain membership with a Chamber of Commerce that is authorized to offer the Plan. Distribution of the Plan is limited to Anthem appointed brokers who have completed product-specific training. The Plan is governed by a Board of Trustees elected by participating employers.

The Plan is offered by more than 280 local Chambers of Commerce in Ohio and through a distribution network of approximately 500 insurance professionals. As of December 1, 2019, more than 3,500 private, public, and non-profit employers are enrolled in the Plan.

SOCA Pooled Employer Plan (**New for 2021**)

A Unique Solution for Small Businesses. Many small business owners wish they could provide employees with a retirement plan, but are concerned about:

Thanks to new legislation, small-to-mid-sized employers can now pool together in the same retirement plan, providing affordable benefits similar to some of the largest companies in the country.

Under the SECURE Act, the first significant retirement-related legislation in more than a decade, employers can offer retirement plans to their employees through a Pooled Employer Plan (PEP). A PEP, available January 2021, is a new kind of defined contribution plan similar to the 401(k) plans offered by individual employers, but with many advantages for your business and your employees.

Overview and Advantages of a PEP

In a PEP, employers of all sizes, industries, locations etc. can join together and become a “member employer” through the SOCA Pooled Employer Plan (SOCA PEP). The Newport Group the Pooled Plan Provider (PPP) of the SOCA PEP and is responsible for establishment, management, fiduciary oversight and operations of the plan on behalf of the member employers. In the SOCA PEP, member employers can take advantage of:

  • Cost Efficiencies – Costs are lower because they spread across a larger participant and assest base, thereby reducing the costs for each member of the plan.
  • Fiduciary Risk Mitigation – Fiduciary duties are outsourced to a plan advisor serving as an ERISA 3(38) investment fiduciary.
  • Operational Outsourcing – Newport Group is the Pooled Plan Provider (PPP) and assumes many of the administrative burdens on behalf of the member employers including eligibility, beneficiary tracking and plan disbursements.
  • Increased Focus – Member employers use fewer resources allowing more focus on growing revenues and profits in their business.

Worker’s Comp and HFC Safety Council 

Chamber members have the opportunity to receive big savings on workers compensation rates by participating in a group rating program provided by one of our third-party providers. The Ohio Bureau of Workers Compensation (BWC) allows up to a maximum 53% discount for qualifying business participating in a group rating program.

Chamber members have the opportunity to save an additional 4% through participation in the Highland-Fayette-Clinton Safety Council. Chamber members can receive a 2% discount by meeting all HFC Safety Council participation requirements, and an additional 2% in performance bonuses for reducing the frequency and severity of workplace accidents.
